County Budget

The Code of Virginia specifies in Section § 15.2-539.,'the executive head (County Administrator) must prepare and submit to the governing body a proposed annual budget presenting a financial plan for conducting the county's affairs for the ensuing year'.
 
The annual operating budget of a locality has to be approved by the governing body. In Amherst County, this is the Board of Supervisors.
 
The County operates on a fiscal year that runs from July 1 through June 30 of each year. The budget is normally adopted and approved in April, prior to the start of the fiscal year.
 
The development of the County's budget begins in January of each year. Work sessions for budget deliberations start in February.
 
A balanced proposed operating budget has to be advertised two weeks prior to a public hearing for citizen comments.
 
There is a waiting period after the public hearing before the Board of Supervisors may adopt the fiscal year operating budget.
