The County needs to review all precinct boundaries to determine if they have grown too large or too small since the freeze period beginning February 1, 2009.  In establishing its precincts, the County will attempt to avoid splits created by the new state legislative and congressional district lines.  The State Code authorizes localities to set precincts smaller than required minimum size to avoid split precincts. § 24.2-309.  County precincts:

 

§  May have no more than 5,000 registered voters and no fewer than 500 registered voters. 

§  Must be wholly contained in a given local election district.

§ Must be compact and contiguous and should have defined and clearly observable boundaries - roads, rivers, and other permanent physical features recognized on official maps.
